Inga,
I don't have a translation right off. However, just to mention one point in your post, Sanskrit is a totally different language from Tocharian B. There are many loan words in the two Tocharian languages from Sanskrit, but it's not the same language.
The quote you give does look like Tocharian, not Sanskrit.
