I thought a good while about how to answer this.
I've just emailed you the project-internal private TeX header file; it defines the project's internal macros which are mentioned in the last column of the character database. The problem is that the header file is a very messy and idiosyncratic to the project. It's just a bunch of ugly typesetting hacks which were never built to be a shareable resource. For example, it references various special fonts which were just whatever I could find on the internet to cover specific unusual characters.
Very unfortunately, I can't spend any time supporting that TeX header file or answering questions about it. I really hate to say something which sounds so ungenerous. With my change in career, I have almost no time to give to the Germanic Lexicon Project any more. If I spend time supporting a typesetting system which was only ever a temporary, project-internal hack, then it takes away whatever bits of time I could spend on getting the actual Germanic data online and cleaned. I'm sorry; I hope you understand.
