UNCERTAIN means that the person doing the hand corrections wanted somebody else to look at whatever comes just before the word UNCERTAIN. For example, you might use it if you had to enter the entity for some very unusual character and weren't sure if you had done it correctly.

At some point, we'll need to go thru and look at all the many hundreds of UNCERTAIN items systematically.
